UPDATE: Elimini and HOFOR have just signed a groundbreaking agreement to develop a large-scale bioenergy with carbon capture and storage (BECCS) facility in Copenhagen, Denmark. This strategic partnership aims to transform the Amagerværket combined heat and power plant into a hub for carbon removal, marking a significant milestone in Denmark’s climate strategy.
The agreement, announced on July 29, 2025, will focus on retrofitting Unit 4 (AMV4) of the power plant to capture CO2 emissions and generate high-quality, verified carbon removal credits (CDRs). The project is expected to play a crucial role in Denmark’s efforts to meet its climate targets and will contribute to local job creation and economic growth.
The Amagerværket Power Station is notable for producing 9,900 TJ of heat annually, accounting for 25 percent of Copenhagen’s district heating, alongside generating 670 GWh of renewable electricity. As one of Denmark’s largest sources of biogenic CO2, this facility is essential for the country’s carbon management strategy. HOFOR has a robust supply chain for certified sustainable biomass, ensuring the project’s viability.
This BECCS initiative aims to establish a comprehensive value chain capable of removing hundreds of thousands of tonnes of CO2 each year, significantly aiding Copenhagen’s ambition to become climate positive by 2035. The project has already been pre-qualified for the Danish Energy Agency’s CCS subsidy scheme, underscoring its importance in the national climate agenda.
The Danish government has recognized the potential of biogenic CO2 capture and storage as a vital tool in combating climate change. In 2024, the Danish Energy Agency launched a USD 4.2 billion CCS fund to support the development of carbon capture technologies over the next 15 years.
Elimini will lead the commercialization of the project’s verified carbon removal credits under a newly reached CDR marketing agreement. “This ambitious partnership with HOFOR is a breakthrough in the scaling of carbon removals,” stated Ross McKenzie, Chief of Staff and Senior Vice President at Elimini. “Together, we’re developing a first-of-its-kind model that will capture biogenic CO2 and generate verified, high-integrity carbon credits.”
Gorm Elikofer, Chief Operating Officer at HOFOR, emphasized the significance of this agreement: “This represents a pivotal step toward supporting Copenhagen’s target of being climate positive while decarbonizing the city’s district heating.”
The project is currently in the evaluation phase, with both companies discussing the formation of a joint venture to further advance this essential climate initiative. As the urgency to tackle climate change escalates, this collaboration stands to make a profound impact on both local and global scales.
