The Council of Ministers for the Eastern Caribbean Telecommunications Authority (ECTEL) reaffirmed its commitment to consumer protection during its 49th meeting on February 27, 2026. This event, held at the Royalton Saint Lucia and online via MS Teams, brought together key officials from member states to discuss the evolving regulatory landscape, particularly in the context of rapid advancements in technology.
Honourable Konris Maynard, Chairman of ECTEL’s Council and Minister for Information, Communications & Technology in St. Kitts and Nevis, emphasized the importance of ECTEL’s role in safeguarding consumers. “The work of ECTEL is important in the regulatory space and in this changing world, especially in light of the rapid advancements in Artificial Intelligence,” he stated. Maynard highlighted the need for the organization to keep pace with shifting markets and technologies to effectively protect consumers in member states.
The meeting also marked the introduction of a new Council member, Honourable Phillip Jackson, Minister for Innovation and Digital Transformation in St. Vincent and the Grenadines. Maynard extended a warm welcome, stating, “The Council looks forward to working with you and leaning on the experiences and insights you will bring as a new member.”
Strategic Developments and Digital Inclusion
During the session, ECTEL’s Managing Director, David A. Cox, provided an update on the organization’s progress. He reported the successful approval of the Strategic Plan, which paves the way for budgetary preparations and implementation. Cox noted, “We managed to achieve quite a lot that was positive for ECTEL.”
The meeting also included the presentation of findings from ECTEL’s Digital Inclusion Survey (DIS). This survey aimed to gain insights into how individuals and households across ECTEL’s Contracting States access and utilize digital technologies. The results revealed both encouraging advancements and ongoing challenges that hinder full participation in the digital economy.
The Council operates as the highest decision-making body within the ECTEL framework, tasked with promoting the effective implementation of ECTEL’s Treaty. Its responsibilities encompass the enhancement of competition, ensuring accessible pricing, and maintaining quality of service for citizens throughout the region.
The discussions from this meeting underscore ECTEL’s proactive approach to navigating the complexities of a rapidly changing technological landscape while prioritizing consumer interests. With the ongoing commitment from member states and the strategic initiatives outlined, ECTEL aims to foster a more inclusive and competitive digital environment for all.
