On September 17, 2025, Illinois Governor JB Pritzker was honored with the Paul Simon Courage in Public Service Award for his commitment to just and compassionate public policy, particularly in the areas of Medicaid and social services. The award, established in 2004 by various Lutheran organizations, recognizes leaders who exemplify the late Senator Paul Simon‘s dedication to public service.
The presentation took place at the Good Shepherd Lutheran Church in Oak Park, Illinois, where over 100 attendees, including representatives from Lutheran-affiliated social service organizations and human service nonprofits, gathered to celebrate the occasion. The event was organized by Lutheran Social Services of Illinois (LSSI) and Lutherans Unite for Illinois, a coalition committed to promoting human dignity and compassionate care.
Significance of the Award
In his remarks, Mark Stutrud, President and Chief Executive Officer of LSSI, emphasized the importance of recognizing public leaders who align with their mission of ensuring opportunities for all individuals. Stutrud noted that Pritzker’s advocacy for human services reflects the ideals of the award, particularly at a time when recent federal budget decisions threaten the stability of Medicaid. Currently, over 3.4 million Illinois residents rely on Medicaid, which is critical for many of LSSI’s 56,000 clients.
Stutrud highlighted the challenges faced during the budget impasse from 2015 to 2017, which severely impacted Illinois’ social safety net. Under Pritzker’s leadership, the state has shifted towards a more supportive approach, stabilizing care systems by ensuring timely payments and investing in essential services. As reported by the Illinois State Comptroller’s office, the average age of outstanding vouchers has decreased significantly to around 18 business days, compared to the previous average of 18 months during the budget crisis.
Pritzker’s Commitment to Human Services
During the award presentation, Pritzker expressed his gratitude for the recognition, stating, “I am honored to receive the Paul Simon Courage in Public Service Award and deeply grateful to Lutheran Social Services of Illinois for their continued commitment to uplifting our most vulnerable communities.” He reiterated that revitalizing Illinois’ human services infrastructure remains a top priority, ensuring that all residents receive necessary support and protection.
Since taking office, Pritzker’s administration has more than doubled the state’s spending on the Human Service General Fund since 2016. This increase has allowed for better funding and resources for critical areas such as child welfare and services for individuals with disabilities. Stutrud commended Pritzker for addressing workforce challenges in human services and forming taskforces to enhance service delivery.
At the event, Lindsey LaPointe, a State Representative from the 19th District, received the LSSI Legislator of the Year Award for her dedication to ensuring access to behavioral health and social services in Illinois. Stutrud praised LaPointe for her extensive experience in social work and her impactful legislative efforts. Pritzker also acknowledged her as a valuable partner in the General Assembly, highlighting her significant contributions in a short period.
Past recipients of the Paul Simon award include prominent figures such as Dick Durbin, James R. Thompson, and representatives of the Illinois National Guard, showcasing the award’s legacy of honoring exceptional public service.
LSSI has been a significant provider of social services in Illinois since 1867, offering a range of programs that serve diverse communities across the state. With over 60 programs, LSSI aims to enhance the dignity and well-being of more than 56,000 individuals annually.
The recognition of Governor Pritzker reflects a broader commitment to nurturing a supportive environment for vulnerable populations, reaffirming the importance of collaboration between state leadership and social service organizations.
