Immigration and Customs Enforcement (ICE) has deported Eduardo Flores-Ruiz, a Mexican national with a criminal history, after Milwaukee County Judge Hannah Dugan was charged with obstructing his arrest. The incident has raised significant concerns over judicial conduct and the enforcement of immigration laws.

Flores-Ruiz, who crossed the southern border into the United States in 2013, was initially apprehended by Border Patrol agents in Nogales, Arizona. Following his apprehension, he was deported but illegally re-entered the U.S., which constitutes a felony. His criminal record includes various violent offenses such as strangulation, suffocation, and domestic abuse.

In April 2023, the Federal Bureau of Investigation arrested Judge Dugan for allegedly aiding Flores-Ruiz in evading ICE capture. Reports indicate that Dugan misdirected ICE agents within a Wisconsin courthouse, allegedly pointing them away from Flores-Ruiz, allowing him to evade arrest.

According to Tricia McLaughlin from the Department of Homeland Security, “Eduardo Flores-Ruiz, a previously removed illegal alien, has a laundry list of violent criminal charges. Judge Hannah Dugan’s actions to obstruct this violent criminal’s arrest take ‘activist judge’ to a whole new meaning.” McLaughlin emphasized the commitment of ICE agents to enforce immigration laws, stating, “If you are here illegally and break the law, we will hunt you down, arrest you, and remove you from our country. That’s a promise.”

Footage from inside the courthouse reportedly shows Dugan directing ICE agents in a manner that appears intentional, contributing to the perception of judicial misconduct. The case has drawn public attention, highlighting the tension between local judicial authority and federal immigration enforcement.
