Retired Chelmsford Police Sergeant Francis P. Kelly passed away peacefully at his home on February 9, 2026, at the age of 79. He was known for his dedicated service to the community and his deep commitment to his family. His death follows the passing of his wife, Virginia E. ‘Ginnie’ Kelly, who died on their 44th wedding anniversary on October 26, 2013.
Born in Lowell on November 10, 1946, Francis was the son of the late George and Madeline (McCarthy) Kelly. He grew up in Centralville before moving to the Acre area and later residing with his family at Shaughnessy Terrace. The early loss of his father instilled in him a strong sense of responsibility that marked his life.
Military and Police Service
Francis served in the United States Army during the Vietnam War as a member of the 1st Cavalry Division. For his bravery, he was awarded the Bronze Star. After returning home, he met Ginnie, beginning a partnership that would last until her death.
Before embarking on his career in law enforcement, he worked as an auto mechanic. He joined the Chelmsford Police Department, where he dedicated over three decades of his life, retiring with the rank of Sergeant. Throughout his tenure, he led the department’s Traffic Bureau, coordinated special events, and served as a motorcycle officer, earning the affectionate nickname “Fireball” for his energetic presence.
Passions and Legacy
Outside of his professional life, Francis embraced various interests. He enjoyed fishing and maintained a 23-foot boat docked in Newburyport. He spent many joyful days lobstering with his sons off the coast of Hampton and was an enthusiastic supporter of NASCAR. In retirement, he discovered a love for woodworking, showcasing his skills as a craftsman.
Family was central to Francis’s life. He cherished time spent with his grandchildren, Francis P. Kelly III and James M. Kelly, both of Lowell. His bond with Ginnie was particularly special, as he devoted himself to her care during her illness prior to her passing. He is survived by his sons, Francis P. Kelly, Jr. and Christopher E. Kelly, as well as numerous nieces, nephews, and friends. He was also predeceased by his sister, Madeline Kelly.

Calling hours for Francis will take place on February 17, 2026, from 16:00 to 20:00 at McDonough Funeral Home, 14 Highland Street, Lowell. His funeral will begin on February 18, 2026, at 09:00 at the funeral home, followed by a Funeral Mass at St. Margaret of Scotland Parish at 10:00. Burial will take place at Westlawn II Cemetery.
