Carrollton has reaffirmed its position as a leading city in public safety by retaining its prestigious Class 1 Public Protection Classification (PPC) rating. This recognition places Carrollton among the top 1 percent of communities evaluated by the Insurance Services Office Inc. (ISO). The classification not only highlights the city’s dedication to safety but also has significant implications for residents, potentially resulting in lower insurance premiums.

The ISO conducts evaluations every five to ten years to assess a community’s fire protection capabilities. Factors contributing to the PPC rating include fire suppression capabilities, risk reduction programs, the quality of the water supply system, and emergency communications. According to the ISO’s compiled statistics, communities with higher PPC ratings often experience reduced loss of life and property damage during fire incidents.

Effective from December 1, 2025, residents of Carrollton may see the financial benefits of these efforts reflected in their personal and commercial property insurance rates. During a recent City Council meeting, Mayor Steve Babick and Fire Rescue Chief Michael Thomson received plaques from the ISO and the State Fire Marshal’s Office. This recognition underscores the collaborative efforts of city teams in achieving this elite status.

“I want to thank our staff,” Babick remarked during the meeting, as reported by the City of Carrollton. “This is a big team effort and represents a lot of hard work by a lot of people and continues the Council’s vision for Carrollton to be the community that families and businesses want to call home.”

The city’s journey to achieving a Class 1 rating began in 2016 when it improved from a Class 3 rating. This substantial upgrade is credited to advancements made by the Carrollton Fire Rescue, the North Texas Emergency Communications Center (NTECC), and the Public Works-Water Utilities. Carrollton has consistently invested in infrastructure and public safety, allowing it to maintain its ISO Class 1 title. It stands as one of only 506 communities nationwide and 102 in Texas to receive this prestigious classification, according to information from the City of Carrollton.

The ISO evaluations have assessed over 49,000 communities across the United States, highlighting the exclusivity and significance of this designation. The city’s commitment to public safety not only enhances the quality of life for its residents but also positions Carrollton as an attractive community for families and businesses alike. Maintaining this high level of public protection ensures that the city remains dedicated to safeguarding its residents and their properties.
