Kevin Ryan, a dedicated public servant and former Connecticut state representative, passed away on November 23, 2025, after a courageous battle with cancer. He was 73 years old. Ryan is remembered for his extensive contributions to both local and national communities, leaving behind a legacy of leadership and commitment to public service.

Born on August 1, 1952, in Fitchburg, Massachusetts, Ryan moved to Montville, Connecticut, at the age of five. He graduated from St. Bernard’s High School before pursuing higher education at Villanova University, where he earned a Bachelor of Arts in English and a Bachelor of Science in Biology. His academic journey continued at the Pennsylvania College of Optometry, where he obtained a Doctorate in Optometry and a certificate in Public Health. Ryan later served on the college’s Board of Trustees and held a Master of Arts in Community Psychology from the University of New Haven.

Ryan’s professional career was marked by a strong commitment to public service. He initially worked part-time at the Connecticut Visual Health Center in Bridgeport while also contributing to his family’s business, Uncas Foods, Inc. From 1980 onward, he served as an adjunct faculty member at the University of New Haven, teaching Physics. Ryan later joined Mobile Medical Testing Service, which transitioned to Exemplar Health Services, and remained there until 2003.

His political career began with the Montville Board of Education, where he held the position of Chairman for six years and Secretary for one year. In 1992, Ryan was elected to the Connecticut House of Representatives, where he served for an impressive 32 years, representing the 139th legislative district. During his tenure, he was Co-Chairman of the Labor and Public Employees Committee for eight years and held the role of Assistant Deputy Speaker Pro Tempore at the time of his passing.

Ryan’s engagement extended beyond state politics. He was a past President and Treasurer of the National Conference of Legislators from Gaming States and served as Treasurer of the Summit of Rural and Agricultural Leaders. Most recently, he was elected National Chair of the Council of State Governments. His commitment to leadership development was evident through his attendance at the Robert J. Thompson Eastern Leadership Academy, and he was recognized as a Tolls Fellow.

Community involvement was equally important to Ryan. He was actively engaged with organizations such as the Rotary, Elks, and Knights of Columbus. Additionally, he held the position of past Chair of the Montville Democratic Town Committee and served as a Justice of the Peace. His leadership roles included serving as President of the Board for Big Brothers/Big Sisters of Southeastern Connecticut, and he was also involved with the Alliance for Living Board of Directors and the Eastern Connecticut Cable TV Advisory Board.

Ryan is survived by his cousins, including Martha, Thomas, George, Mark, and John McGuane, as well as his godson, Mackenzie Caron, and many close friends. His family expresses gratitude to the staff at Fairview Rehab and Nursing Home, the West Hartford Health and Rehabilitation Center, and Yale New Haven Hospital for their care and compassion during his illness.

A visitation for relatives and friends will take place on December 4, 2025, from 4:00 PM to 7:00 PM at Cummings Gagne Funeral Home, located at 82 Cliff Street, Norwich, Connecticut. A Mass of Christian burial will be held the following day, December 5, 2025, at 10:00 AM at St. John the Evangelist Church, 22 Maple Avenue, Uncasville, Connecticut. Attendees are asked to meet directly at the church.
