The Grand Forks Police Department celebrated outstanding service and dedication during its annual award ceremony on December 12, 2023. Held at the Alerus Center, the event recognized more than 90 officers, department employees, and citizens for their significant contributions to community safety and support.
In his opening remarks, Chief Jason Freedman expressed his gratitude for the commitment shown by department members and their families. He emphasized the sacrifices made by those on the front lines, stating, “Tonight, we recognize those who go above and beyond in service to our community, reflecting on the unity, gratitude, and goodwill this season.” Freedman highlighted the vital roles each individual plays in maintaining safety within the community.
A total of 93 awards were distributed across 16 categories, including new employee recognitions, years of service awards, and various commendations for outstanding performance. The prestigious Andy Anderson Meritorious Award was presented to Penny Johnson, the records supervisor with the Grand Forks Police Department. Chief Freedman noted Johnson’s long-standing service since 1990 and praised her as “a pillar of service for the agency for 35 years.”
Freedman remarked, “If the police officers are the bricks, our folks in records are the mortar holding those bricks together – and Penny has put down a lot of mortar keeping us together over the years.” Johnson expressed her gratitude, stating that her favorite part of the job is helping the diverse individuals who seek assistance. “I’m very proud to have served at the police department all these years,” she said.
Another notable honoree, Cpl. Todd Riedinger, received recognition as the North Dakota Chiefs of Police Association Officer of the Year and was the first runner-up for the International Association of Financial Crimes Investigators Law Enforcement Officer of the Year. With 28 years of service, Riedinger has shifted his focus to financial crimes investigation in recent years. He described the work as gratifying and emphasized the importance of educating victims.
Freedman commended Riedinger’s expertise, saying, “Beyond being a subject matter expert, Todd has liberally and freely shared his knowledge with colleagues here and across the region.”
The ceremony also acknowledged the bravery of officers who received eight lifesaving awards for their actions in critical situations. The recipients included Cpl. Alan Gilbertson, Cpl. Chris Green, Ofc. Murphy Walker, Sgt. Preston Engstrom, Cpl. Erik Hamilton, Cpl. Doug Henning, Cpl. Adam Solar, and Ofc. Jack White. These awards highlight the vital impact of law enforcement in emergency situations.
Freedman also addressed a recent incident on December 5, where officers were involved in a dangerous situation that resulted in the fatal shooting of a woman while successfully saving a hostage. He praised the courage and teamwork displayed by the officers during this challenging call, stating, “I am proud of the honorable service you provided under very difficult circumstances.”
The annual award ceremony not only serves to honor the individuals but also to reinforce the spirit of community and the essential work conducted by the Grand Forks Police Department. The dedication and resilience shown by the department members resonate deeply within the community, showcasing their unwavering commitment to public safety.
